Nelchael is a relative newcomer to the city. That is to say, he's been in the city for more than a decade, but people still regard him as an outsider, and likely will continue to do so well into the future. Part of this is because of the fact he's French. But perhaps more importantly, there's a bitterness over his rapid ascension through the city's ranks. Nobody should get such an important position so quickly, they say. And what's worse: He didn't even seem to want it. He still doesn't in fact, constantly acting as if he has better things to do, and the job, and the city in general, bore him.

And that tends to rub people the wrong way.
